December 23, 1982 The Local Government (Thana Parishad and Thana Administration Reorganization) Ordinance was issued. The Upazila Thana Parishad was formed under the Ordinance and the decentralized administrative system was introduced at the thana level. Therefore, the Local Government (Upazila Parishad and Upazila Administration Reorganization) Ordinance, 1983 by the amendment issued. The Upazila Parishad was formed in Upazila Parishad and the thana administration was called Upazila Administration. Upazila Parishad was formed with an elected chairman, representative member, official member and nominated members according to the ordinance. In the decision-making process of Upazila Parishad, there was a voting rights of other members except official members. Upazila Executive Officer used to coordinate the work of all the departments including the responsibility of the chief executive officer of the Upazila Parishad.
In 1982, according to the official resolution, the governmental functions of the upazila level were divided into two parts which were stored and handed over. According to this resolution, the issues handed over to the Upazila Parishad were assigned to the government and the responsibilities of important issues related to national and regional development. The handover issues were expansion and extension of agricultural inputs and irrigation system, primary education, health and family planning, provision of drinking water, implementation of rural programs, cooperatives and cooperative rural development programs. According to the list of protected work, the government used to maintain law and order, prosecute civil and criminal cases, revenue administration and control, supply of essential commodities, large industries, mining and mineral development.
The power of planning and implementation of the plan is given to the upazila parishad. Upazila Parishad was given grants from the government for every financial year from the Annual Development Program (ADP) for carrying out the duties. Upazila Parishad was given taxation and the ability to earn. It had its own income sources, such as jalmahal, hat-bazar, ferry ghat, tax on trade and commerce, entertaining, etc. Officers of the transferred issues were entrusted to the Upazila Parishad under the procedure and according to the provisions, the officers of the reserved matters (except Muncef and Majesty) had to be accountable to the Upazila Parishad as necessary. Apart from this, until 1988, the upazila parishad's responsibility was to co-operate in the operation of the Union Parishad, to approve the proposal of the budget and tax proposals and to train the chairman, members and secretaries. The upazila parishad was abolished in 1991 by issuing the local government (Upazila Parishad and Upazila Administration Reconstruction) Ordinance (Repeat) Ordinance.
After the abolishment of Upazila Parishad, in 1993, the government formed the thana development coordination committee in each thana in the executive order. The committee consists of the chairman of the Union Parishad comprising the concerned thana and some government officials. In accordance with the initials of the name, the Chairman of the Union Parishad used to function as a chairman of the Development Coordination Committee every month from the people. The concerned parliament member was made adviser to the committee. The main functions of the committee were: (a) development, planning and coordination of projects; (B) Advising the advice of the Union Parishad for the development and implementation of the development project, (c) the removal of inter-union and inter-sector problems, (d) preparing the development project and sending it to the concerned district council etc.
The Upazila Parishad Act was passed in the Jatiya Sangsad in 1998 to revive the Upazila Parishad system. But no elections were held in Upazila Parishad. In 2008, the caretaker government issued the Local Government (Upazila Parishad) Ordinance, 2008, as the Upazila Parishad Act, 1998. With the taking of power, the present Grand Alliance government held the election of the whole countrywide upazila parishad in January 2009. However, the local government (Upazila Parishad) Ordinance, issued by the Parliament's caretaker government, has been rejected and approved in the national parliament by the time specified in 2008. Subsequently, the Upazila Parishad Act, 1998 (Act No. 24 of 24) was revived by the present parliament by implementing the Upazila Parishad (repealed Ordinance, Repeat and Amendment) Act, 2009. At present, the upazila parishad is being run according to this law.
